Cub Requirements Across Ranks was Belt Loops Revisited

I also picked up a Webelos book and was was surprized to see that some
belt loops might have to be reearned. Does anyone else have the same
problem I have - that sometimes a project you did for Wolf you then find
later in the Bear Book; or the Belt Loop your Cubs earned as Bear will be
repeated as a Webelo for one of the requirements. If you just buy the Cub
books "as you go", and are new at this (as most are) you don't know these
things. It happens with activities listed in the boy's books or when I
use Program Helps which doesn't list the age appropriateness (Wolf or
Bear). Given a choice, I would pick Belt Loops that I know the boys won't
get again in Webelos, so that they are exposed to more activities.
Electives can be like that as well.
Is there some resouce that lists the "progression" of activities so you
can really "long term plan" and don't end of repeating things. There are
so many great activities, I don't have time for repeats.
