Instead of a Blood Drive, the scout might considered a "Bone Marrow
Test" campaign. I do know of one scout who completed such a project
including organizing the event, securing a bus to get volunteers to Los
Angeles for the testing, and I believe a donated dinner as a thank you
to the volunteers.
It turned out that one of the people who were tested, was a match and
helped save someone else's life.
The only reason this might work better than the blood drive, is that
most likely it is not as established as the Red Cross and would require
more organization from the scout.
