Suggest you read the boys' books, and the training manuals, etc. The
advancement guidelines (national rules and guidelines). You will find:
ranks are by grades (with a few exceptions) thus:
A boy begins work on his Bear rank after his graduation in April, May or
June of his Wolf year. A boy can NOT go back and pick up ranks prior to his
current grade standing. That means if he does not get Wolf by the time his
pack graduates everyone up (National makes this movement of all scouts on
record as of 5/1 annually), he does not earn Wolf.
ONE EXCEPTION: ALL boys entering Cub Scouts MUST earn the BOBCAT first, no
matter what rank level they join at.

That is not within the interpretation of the volunteers. The boys get a
start in their dens on parts of the rank advancement, but it is written just
about everywhere that the boys finishes at home, with his family. Remember
this is a family program.
EXCEPTION: Webelos (both 1 and 2 years) work on activity pins and
advancement in their dens (suggested two act. pins per month, one left from
the previous month, and one new added each month), with the Web. Ldr. or
his/her designate the only people to sign off advancement. Thus, most of
the Web. work is done in the den, with still a great deal in done on his home.

We are not allowed to CHANGE the rules and advancement rules are part of
that. The advancement for Web. is listed above in my message. PLEASE read
the current advancement guideline book, and why not just follow the rules.
