In response to # 1 we wait till they begin school the following year that way
if you get any new scouts at roundup they will begin with everyone else.
Sometimes we will let the boys go up at summercamp time Example: Bears
going to Webelos camp start on Webelos at that time it's a great head start.
#2 nothing wrong with trying to hold bobcat advancement to two times and
then as new boys come along do them then. We do the same with a pack of
#3 If the leader is BSA qualified for BB's they can sign off as far as
parents they can too if they are BSA qualified (do not generally have many
parents qualified) Generally the council has someone qualified and gives
classes, that's who we use.
