Mike left out the paragraph in the guidelines (which I don't have here at
work) which talks about "troop only" merit badge counselors. As I recall,
that paragraph left some ambiguity as to whether these counselors have to
be approved by the district or not. I think they do, but I couldn't find a
direct quote that says so. Our council does not allow troop only
counselors since the rationale for them (distance and convenience) does not
apply in an urban council where it is no more than ten miles or so between
any two points in the council, much less the district.
As to the SM registering, sure he can, for any mb in which he is qualified
and for which the district/council advancement committee will approve him.
