According to our DE, this check of merit badge blue cards is
forthcoming! As far as signing a Merit Badge Certificate, the
Council goes by the advancement form when keeping track of a
Scout's records, which IS signed by a registered troop leader.

I just (yesterday) checked with my District Director to clarify the
registration requirement. All merit badge counselors not already
registered as adult leaders MUST complete and adult leader form. They
not have to pay a registration fee unless they want to.
Your District Director is only partially correct. ALL merit badge
counselors MUST complete an adult registration. They do not have to pay
if they are already registered in another position. There is a position
code for Merit Badge Counselors.

This sounds like Tom has found a loop hole. Each counselor is to be
approved by district for particular merit badges. It is not open ended,
like Tom is suggesting. Each district is responsible in keeping track
of who is a counselor for which merit badges. Since the merit badge
card card is turned into the Troop and the then an advancement form
completed, I guess it is up to the troops to decide if the counselor is
approved. Is it me or does this sound a little funny? The district
never sees a merit badge card. Yet the district is to keep a list of
merit badge counselors. So what keeps a Troop from having its own MB
counselors that district does not know about. District will never find
Now let me pose a question to the group. Do any Districts verify that a
merit badge is signed by a properly approved and registered leader?
When is this check done?
