Eagle Project - Blood Drive

There is a scout in our Troop that is preparing his plans for the eagle
Project. He wants to do a blood drive. (Personally, I am opposed to this type
of project because I see very little leadership). This scout has been SPL and
PL for a number of years. He has a lot of potential and I view this as a
On the other hand, I have been led to believe that there is really no basis
for rejecting a candidates project just because it is demonstrates the
required leadership, however minimal.
Help! What have some of you done to force the 1) level of effort and 2)
initiative to higher levels. The SM and I (CC) have both indicated that we
think this guy can do something better. I guess I'm really asking for
legitimate reasons to reject this project in favor of a more substantive one.
Or, what would be some parameters/quantity/quality goals to assure a blood
drive is a substantive project.
