For something like an Eagle application (and Project report) spelling
and grammar should count. It shows attention to detail and it isn't that
hard to do.

The object of the Eagle Project is two-fold. One to provide service to the
community, reinforcing the importance of service in the life of a citizen,
and exercising leadership. The leadership aspect involves more than just
directing a bunch of people for acouple of hours. It should include initiative
in seeking out the project and the details involved. It should involve
planning to insure successful completion. It should involve communication
through the coordination of the entire effort.
There is no cut and dried rule for determining whether a project is worthy
of an Eagle. You should consider the capabilities of the boy as well as the
fact that it is the signature requirement for Eagle. IMHO it must include
all of the above. I tend to prefer projects with a tangible result.
BTW, the unit advancement chair doesn't have a say in approving the project.
It is between the boy, his SM, and the individual designated at Council or
District level with the approval of the recipient organization.

I would expect them to have one of the following to record progress on.
1) Handbook, 2) Progress Toward rank card (pocket sized card with rank
requirements on it) or 3) First Class Tracking Sheet. You might also
consider a form for the SM or his designee to complete that will provide you
with what you need for TroopMaster rather than whatever random piece of paper
is floating around.
Another important issue for you to stress is maintenance of records that
are acceptable for reconstructing/verifying advancement toward Eagle. Consider
making a file for each boy with a copy of every advancement report with his
name on it. Stress that the boys keep up with the wallet cards they get for
each rank (baseball collection sheets work well for this). Also stress that
they keep their portion of every MB application until they get the wallet
card at the next COH. If they get a new handbook, they should either keep
the advancement pages from the old one or copy over the dates for each
previous rank. If the question should arise, Eagle application time is not
the best time to try to reconstruct years of advancement.
