On page 595 of the BSA Handbook, requirement 1 for Eagle states "Be
active in your troop and patrol for at least 6 months as a Life Scout"
page 596 requirement 4 states "While a Life Scout, serve actively for a
period of 6 months in one of more of the following positions of
No where in these requirements does it say that the scout must attend 2/3
of the troop activities, pay dues, etc. This I am assuming is in the
troop Bylaws. As per National, I believe that these additional
requirements are not necessary. All that is necessary is the while as a
life scout, the boy must have been active for 6 months. That could mean
that he got life at 13, and was active until14, but has not attended
much from 14 until now. He is now 17, and has not been active in the
past 3 years, but he still has passed off the requirements if he was
active, and serving in a leadership position from 13 until 14.
Ultimatly it is up to the scoutmaster, or whoever traditionally signs
those requirements, to decide. This should be done after talking to the
boy, and if the decision is no, then explain there and then why it is no.
