Counselors need to be registered so's they can sign the applicaiton form
and say they don't do drugs or abuse children. And so's someone can
check up on them (using the SSN, if they provide it) and determine that
they are not in BSA's "bad guy" database. There is no fee for their
registration, and they don't get the Scouter magazine.
I understand that a teacher in the subject is likely to be qualified to
counsel the merit badge, and is likely to have been looked at by other
organizations to see if they can be around youth, but scouting's
responsibility to its members is independent of these factors.
Besides, how would you let such a "counselor" know about BSA's Youth
