Life to Eagle

Dear Fellow Scouters,
My name is Marc Grey and I am the Scoutmaster of Troop 317 in Davie, Fla.
I currently have 12 Life Scouts in the troop and my problem concerns the Life
Scout attendance requirement which is stated as:
"Any month during which a Scout fails to attend or participate in 2/3 of
planned unit acitvities,campouts, good turn projects and regularly scheduled
meetings AND, during which, his financial obligation for unit dues, fees and
assesments is not up-to date and current, shall not be credited toward the
"Be active..." requirement needed for advancement."
How do other troops handle this attendance requirement? How much, if
any, do we "bend the rule" for those Life Scouts who may not show up to the
various Troop functions like they're supposed to. Am I, as the Scoutmaster
allowed to determine the standard in my troop or is this a national rule
which must be followed to the letter so that the rank of Eagle will not be
cheapened? Thanx in advance.
