This type of a report is a very fundamental part of the job. The fact
that your treasurer is either unable or unwilling to provide the report
would indicate to me that they are either incapable of performing the
job, or are hiding something. In either case, I would think that a full
audit of your troop's books would be in order. After that, you may be
looking for a new treasurer.
