From the facts in your message I would say you have a big problem.
First off keep all records you can to protect yourself.
Also ask your treasurer if he could get you a up-to-date report. Try to
work with him. If you try harder then you should have to then at least
you are not part of the problem. Maybe you 2 could come up with a
budjet to try to determon a basis for rasing the dues. My troop has $5.
per month, or $50. if paid once a year. Also talk with your newer
leaders about hosting some fundraisers. We have at least 4 per year,
with 50% of the profit going to the boys Scout Fund. Then when a boy
hits the total of $400. raised in one year, all addional funds raised
goes to his scout account at 100% It works!
