Do the books ever get audited? I'd start to get suspicious if the
treasurer is unwilling to give regular reports (not that I want to
attack this person's reputation without a fuller knowlege of the facts).
Having served as treasurer for a church group, I would say that regular
reporting is the primary job of the treasurer.
It certainly does not sound like the expenses you mentioned were out of
bounds for troop expenditures.
