The Chartered Org. simply "leases" for one year at a time, out copyrighted
PROGRAM, owned by BSA. BSA is a not-for-profit, as are all regions, areas,
councils, district, and units. Stop and think a moment. ALL of BSA has a
"tax exempt" number issued as a not-for-profit organization. We are
FEDERALLY chartered ourselves by the US Congress.
THe units are legal entities, only districts are not, as they are the ARMS
of a local council. Your reference are the current rules and regulations
and Charter and Bylaws of the Boy Scouts of America, available through your
local council trading post.
