I have to disagree. I believe that the requirement said:
5. While a First Class Scout, serve actively 4 months
in one or more of the following troop positions of
Being active in the troop is referenced in requirement #1, which states that
you must be active in your trrop fro a period of four months. The
requirement says that you must SERVE ACTIVELY in the position. I read that
to say that you must actively perform the duties assigned to you by the
appointing authority (SM, or SPL). Attendence at scout meetings does is
probably an intergral part of performing that task, but it is not the meaning
behind this particular requirement.
However, the SM or SPL should document any deficencies, schedule reveiews,
and finally remove the scout if he cannot or does not do the quality job that
is expected of him. It must be all explained and determined up fornt though.
You can change the rules in the middle of the game.
