Eagle project problem (additional)

"As usual I have another problem Eagle on my hands. I
have a Scoutmaster that doesn't want to sign off on the
boys Eagle application. The SM feels that there is a
problem with the project and a number of troop committee
members feel the same. National has said that if the SM
doesn't sign off, that it's up to the BOR to handel the
problem. Has anyone else run into a problem like this?"
I don't think that I explained the problem correctly in the above
message, so I'll try and expand on it.
1. The project was approved properly by the SM, Troop
Committee, agency to be helped, and the District
2. The boy completed the project. But, the SM and a number
of the members of the Troop Committee do not think the
boy showed proper leadership in completing the project.
It appears that the boy did most of the work himself, and
used his brother, mother and father for some, and only others
at one other work day.
3. After the boys first SM conference, in which it was pointed
out that he did not have two deep adult leadership at all
of the work dates, adults magically appeared on his list of
workers when he had his second SM conference. His SM requested
that the write up be redone, as it was not written up in the
proper manner, this is why a 2nd SM conference.
4. We held a meeting between the boy, the SM, the troop
advancement chairman, and myself. After talking with everyone
I advised that a BOR be held even without the SM signature
on the application (by application I mean the formal Eagle
app that goes to National). Then if the troop BOR felt that the
boy did not deserve the to be an Eagle they could turn it down,
and we could go through the steps of appeal.
5. I had Council call National about the SM's signature on the Eagle
app, and did not get a good answer. I don't like handling things
like this 3rd hand, as the middleman normally can't answer all
the questions. So, basically that well is dry.
The reason that I brought this up is that in the 10 years that I have been doing
advancement for our district this is the first time that I have run into the
problem of the SM not signing the app. Yes I have a copy of the Advancement
Guidelines, but this is NOT addressed in there. And, yes I'm well aware of the
appeal process involved if the troop BOR turns down the boy, been there, done
that. What I was looking for was, if someone else had ever run into this
and how it was handled. I guess my first message was a little vague, as
reply so far has responded to the real question, thank you Fred.
Any way, if anyone else has run into the problem of the SM not signing off
"formal" Eagle Application. Please let me know how it was handled. Thanks.
