Sounds like he has a problem. As a SM I can't be everywhere at once, nor
can I make every activity. I rely on my ASMs to help. Why does he not
trust the other adults? Is he insecure or does he have reasons that seem
good to him?
Is there an outsider who can mediate this discussion? Some Scouter (or
non-Scouter) who is respected by all sides? Just calmly discussing the
problem with someone can help.
And by the way, he should be informed that he is violating grammar rules
when he uses the term "my Troop". The proper term in this case is "our
