I don't understand the problem. It sounds like the program is working
just as it is supposed to. What do you need to know? Here is my Eagle
As a new Scoutmaster I had a boy who wanted my recomendation for Eagle.
I didn't know him, but knew that he hadn't participated in months or
communicated with my predicessor recently. I told him to work with me
for a month in a leadership position and I'd sign him off. I took him
to the troop BOR and briefed the committee. They wanted more out of him
than I did, but took great pains to explain the situation and complement
the boy. He wouldn't have any of it. He was too interested in himself
and just wanted Eagle as a "ticket punch" for his college application.
He took his transfer sheet and left, without my recomendation.
