Neckware is a Patrol Leaders' Council (PLC) decision, as it should be.
If everyone decides that it would be "star" (a new word I picked up at
Berlin last week....it seems that it's the same as our "awesome" or "neat")
for everyone to wear neckties during Courts of Honor or whatever, hey...
that's why they're available.
Remember, the Insignia Guide is firstmost a *insignia guide* and secondary
a guide to the proper wearing of our uniforms (with or without the insignia).

Again, this is something, but this time, it should be mutually decided by youth
leaders and the Troop's Committee. Traditionally, only those members who
appear on the charter at the end of the year and therefore have "contributed" to
the success of the unit gets to wear it. As a Scoutmaster, I've given a QU
(and it's forerunner, the Honor Unit patch) to every Scout that joins us during
the year....because we strive to get HU/QU *every year* and do so). I did the
same thing as Explorer Advisor. There are some units that, because of the price
of the emblems ($1.20??), leave it as a option for those Scouts/Scouters that
choose to wear it, like the pins, and purchase them for the members that do.
I don't like that option, wouldn't use it personally, but for some units
tight on funds, it's a good option.
The Quality Unit program honor the unit's attainment and surpassing of its own
goals, therefore it should be the unit that provides the awards to wear and
establishes whom gets to wear it.
Anyone else in on this?? I don't have my archive index here on this machine
(I've moved) so I can't go back and see what was the "optimal answer" we gave.
