This is the kind of interpretation which creats lots of problems and
mis-information. The requirement states that a boy is to serve in a
leadership position for a specified time period. Period. There is
nothing about not counting continued service for the next rank.
Granted, if a boy was required to serve 6 months for one rank, and that
was all he served, he could not use that same period for the next rank.
However, if he continues in his position for the next 6 months, that is a
new period which fullfills the new requirement for the next rank. Nothing
is stated that different jobs must be held. A boy could serve as a Den
Chief, SPL, ASPL, etc for 2 years in the same position if reelected, and
that would meet the requirements for Star, Life, and Eagle, provided that
the service was during the time period "while a (Star or Life Scout),
serve as..." I would hope a boy would serve in different positions as
elections are held, but that is not a requirement for advancement.
I wonder if the senior scout was confused on using the same time period
for different ranks vs being in the same position for both time periods?
