I'm sorry I don't really have any information about Vietnamese Scouting to
add. I do have an experience to share. I encountered some vietnamese
refugees in the mid 70's at summer camp.
A diplomat's children had been sent to the USA before the fall of South
Viet Nam. The parents were never heard from again, they were presumed
killed or imprisoned by the Viet Cong. The boys were adopted by different
families within a church in Aurora, Illinois. The boys all joined the
same troop and could be together when on Scouting trips.
The boys were extrememly intelligent and were excellent Scouts. I don't
know what became of them, I only know them while working with them as a
staff member at camp. One brother earned 7 merit badges during the week
at camp. He was very quiet, hard working, and well liked by his fellow
Scouts. He was really a great boy to work with.
Good luck to the refugees in your troop.
