From my experience on Eagle B.O.R.'s he shouldn't have a problem
having a B.O.R. even after his 18th, providing that there is a good reason.
As far as the palms go, no, he should not be awarded the palms after he
becomes an adult. Without getting technical about the rules concerning
advancement, no adult may earn boy ranks.
Probably an alternative to awarding the palms although not as good,
at the Eagle Court of Honor recognize the Scouts achievement past the
normal 21 by naming the extra 10 MB's.
