According to the Cub Scout Sports and Academics Leader Guide, the pins are
to be worn by the Cub Scout on his letter and by the adult on civilian
clothes. The Letter may be worn on your sweater or jacket. Yeah, our Cubs
wear their pins on their hats. Someone else mentioned colors for WEBELOS
Scouts. The colors, if worn, are for Activity Pins. The Activity Pins may be
worn on the hat, if colors are not worn. Technically, the sports and
academic pins don't have a place on the uniform, but I've never heard anyone
tell a boy that he couldn't wear his pins on his hat.
