Someone said that there was no budget for RT Handouts. That's because
no one put it into the budget to start with. Roundtable expenses are
legitimate expenses and should be included in the Council budget. However,
most SEs know that if they don't include a line for such expenses that
some volunteer will pay for handouts and other supplies out of his/her own
If your council doesn't have a line for RT expenses, then ask them for
money from the program support budget or the training budget or whatever.
You can be that if the SE wants something distributed he/she will find
money in the budget to reproduce it!
BTW, while I don't like the idea, a small fee for RT handouts could be
charged. Just as scouts and scouters are charged for handbooks, they could
be charged for handouts. But, if you're charging, don't forget to add the
sales tax if applicable in your state. Another alternative is to tell
people what the cost of reproducing handouts is and ask them to make an
appropriate donation to help defray the costs.
I usually pay for any handouts I produce. Getting reimbursed usually costs
about as much as the handouts!
