I don't have detailed specifics, but you understand correctly. Between
Cumberland MD and Washington DC the Potomac recently crested as much as
44 ft above floodstage. Since the towpath is generally within yards of
the river, my assumption is that it would have been eroded badly enough
to make hiking barely possible and biking largely impossible.
Friends at PawPaw (abt 1/3 down stream from Cumberland) tell me they've
been told to stay off the towpath until further notice.
You'd better call the NPS permits office and ask.
