Yes and no. And this is no "fence staddle".
Yes, the Scout SHOULD pick up the new merit badge if it's available
and if he can earn it before his Board of Review (BOR). Chances are, if
National adds a Merit Badge to the required list, it's something that all
Scouts should strive to earn.
No, the Scout has the OPTION of working on the CURRENTLY PRINTED
requirements or the NEW REQUIREMENTS, as *he* sees fit. Remember
the BSA's advancement program is personalized for each Scout, not by
Council or National dictum.
Dick, National tries to inform all local Councils of such a drastic
advancement change at least two years in advance, as they did with the
Family Life Merit Badge when it was added to the Eagle Scout advancement
