There is a BSA form that your unit can use (which I don't have the number in
front of me...or even close by; Jessi, if you can, it's in the NESA Binder
third shelf of the binder "bookcase" in the office room...slender
the 1981 or 82 EAGLETTER....near the top).
Basically, the form explains the award, and outlines how the award should be
earned and completed. Troop Committee Chair AND Senior Patrol Leader
nominates Scoutmaster, and outlines how you have worked with getting your
Troop going toward Quality Unit status (QU is NOT mentioned, but that's the
gist of the intent that the letter should give).
Most Councils more or less give the award out "automatically" (that is, upon
reciept of the letter and documentation and a check for the emblem and square
knot(s), they write off to National and request the certificate), and your unit
should do the presentation. I'm one that feels that awards like this that honor
the unit as well as the individual SHOULD be done at the unit level, NOT at
a "Council or District" function....the boys aren't there...
Hopefully, Kathie or Professor Beaver (Mike Bowman) can find that BSA form
number....with that, you can go back to your Council, pound them on the head
it, and highly suggest that they might want to inform EVERYONE about this award
via the Council's newsletter and other sources....it's an important award,
which marks each Scoutmasters' forward progress toward the Scoutmaster Key.
