It may be interesting to some that there are some councils who NEVER have
a scout "fail" his Eagle Board, even when the District feels he might not
be of Eagle quality. Paper Eagles? Maybe not. Eagle mill? I don't
think so. Giving a scout every single benefit of a doubt, bending over
backwards and sideways, finding any loophole possible no matter how small,
disregarding the feelings of other scouts and scouters who personally know
the scout, ABSOLUTELY!
