There's a compromise, guys; a simple one:

Local Councils can authorized special patches and insignia to be worn by
members of THEIR COUNCIL for programs "consistant with National
programs or activities", which the Web certainly fits within. Your Council
Scout Executive has the delegated authority (as of 1991) to make this
decision without sending a copy of the insignia to National for it's roundabout
approval. So, all Jim has to do is to get his CE to approve it.
The reference to that is somewhere in that same Control Insignia Guide Book
*heheheheee* (BigEd must have had a really busy day today!.. it's the BSA
Insignia (Control) Guide, I think it's on page 3 or 5...it's in that first
part of the
book (I'm going on memory here, gang...)
