I had an inquiry about whether a scouter can transport scouts under the
Youth Protection Guidelines. As I read them, two scouters (or, a scouter
and another adult) must be present at all times. Does this mean that two
adults must be in each car that is used to transport scouts?
If so, then this will more than double the number of adults who are present at s
activities. Two will be necessary in each car, and the number of cars
will be greater because adults will now be sitting in seats where scouts
sat on former trips.
Can someone help me out of this puzzle?
