In general, you can take on as many jobs in Scouting as you are willing to
let yourself be talked into.
However, being a unit leader and a roundtable commissioner are each pretty
much full time jobs and for the most part it is bad policy for a DE to ask a
unit leader to also take on a full time district level job.
I assume that you have filled out a completely new application for the
district job. Should not require any more money, just mult registration.
The problem may come if you are working on the Cubmaster knots or something
like that. In general, you can not count the same time for say working on the
Cubmaster award or Den Leader Award, and RT Commissioner awards. One of them
has to be your primary registered position and most of the time, the
position where you actually pay your money will be your primary position.
