"...NO boy is mature enough...." - I disagree. I knew 1 in 1942 (PL when I
was SPL), 1 in 1971 and 1 in 1974 that would meet the requirements of any
SM. The first received a Silver Star posthumously in Korea and the other two
As Member/Chair of our District Eagle Board for almost 25 years, and having
sat on every Board except 4, I would have to agree with a generalization
that rarely does a 13 year old shows sufficient maturity, leadership (call
it what you will) to be what one is entitled to expect from an Eagle.
