Kim, This may be one of those cases of "rules vs opinions". There have
ben many, many times in my scouting experience when people heard
something at one time and as it is passed on, it becomes a "rule". This
can EVEN happen at the council level.
When I run into these I ask people to quote the specific BSA book or
manual or publication it came from. My feeling is that when BSA National
or a council wants a true "rule" to be in place, they will publish it.
Unfortunately many times we hear something or interpret somthing said, to
be gospel. We pass it to the next person, who passes it to the next
person and so on till it become doctrine. Just as evey law here in
New Hampshire has a "RSA" or other documentation, so should BSA.
My give on this.... When in doubt, ask them to provide the written word.
** But be careful to read it well..."should" and "recommend" are not the
same as "will" and "must".
