cubmaster vs cubscout rt commissioner

I was approached by the Boy Scout Roundtable Commissioner and was told that
I could not be Cubscout RT Commissioner since I was the Cubmaster for my
pack. My District Commissioner and District Exec are quite aware of this,
and yet they approached me to take this position.
As long as I do a multiple position and fill out the correct form(s), is this
a true statement. I can not find this is any of my documentation, and when
I asked my DE, he laughed and said it was not true.
My only question is that this statement had to come from somewhere. I really
do not think the guy made it up on the spot (or maybe he did).
So, does anyone know of any rule that states I cannot serve at the pack
level as a Cubmaster and at the District level as RT commissioner?
