There has been much mentioned about the advancement form and the validity of the
signatures. Often mentioned has been the signature of the Scoutmaster.
I quote from the advancement form under advancement procedures Item 1, Troop/Tea
_This form must be signed by at least three members of the Board of Review, incl
uding it's chairman_
Nowhere on the form (in the signature area) does it mention the Scoutmaster (or
other Unit Head). In the top header of the form it asks for the Unit leaders nam
e and address, but not his signature.
As we have all discussed in the past, and all well educated Scouters know, The S
coutmaster has no place (THIS IS POLICY) in the BOR. By virtue of this, any adva
ncement form signed by the Scoutmaster is invalid.
