Our council accepts troopmaster printed forms without hesitation. So
long as there are signatures of the officials on the form (Scoutmaster,
Board of Review, et al), they are just as valid and credible as a
pre-printed manual form. It is a little far-fetched to suggest that
Scouts would/could forge or submit forms on advancement. National never
sees local council advancement forms/records. They are kept only in local
council files, so that argument is a little weak as well.
Again if they are properly signed, there should be no question.
