Thing is, the World Crest is "owned" by WOSM, and its use is regulated by WOSM.
the one badge that symbolically ties all Scout Associations around the world int
single "family" of Scouts. The BSA can, and does, issue additional badges to sig
participation in international events.
The only thing you have to do to "earn" the right to wear the World Crest is to
become a member of the worldwide fmaily of Scouting. That is the reason the badg
was created, and it really ought to be good enough for all of us.
