Youth Leadership in America

Mike Walton mentioned a couple of days ago about a "bar" that adults
could wear signifying they had earned the Youth Leadership in America
award as a boy.
I just got home from my council service center. This award is no longer
offered, according to National. This probably limits the possibility of
having a square knot added for the recipients of this award, since it was
around for less then 10 years. Additionally, no one knew of any bar that
could be worn, without taking the medal itself apart and wearing the top
portion (which says "leadership" on it.)
Does anyone have any other information, particularly about the so-called
bar, and how I can get one?
Secondly, what I enjoyed most about the award is that it was just for
senior patrol leaders. Has BSA developed anything new for SPLs to earn?
