May I quote from the 1995 printing of the Insignia Control Guide, pg. 5?
"In Scouting, the advancement program is intended for boys only. Scouters
should neither seek awards designed for boys nor wear them on the scouter
uniform except for square knots representing the Arrow of Light Award,
Eagle Scout Award, Explorer Achievement Award, Quartermaster, or religious
emblems earned as a youth member."
I don't know how you could be more clear than that. Wearing a badge of
rank is clearly against BSA policy.
