You say your troop requires full uniform at all troop meetings. If
that is the requirement what is the consequence? Please don't
interpret my question as flippant. I face these same problems. The
best we manage is around seventy percent wearing at least the shirt.
Wearing also becomes a subjective term.

Our troop requires full uniform(socks,pants/shorts, shirt, troop
necherchief) at all troop meetings unless a special activity is occuring.
They also wear at least their shirt to and from all events. We also have a
troop tee shirt that gets worn during activities. We feel it is an
important way to show scout spirit and to getting the scouts to act like
scouts. We have scouts who don't always wear their uniform for various
reasons and see a difference in the way they act. I will also say that it's
a challange at times to get them to wear their uniforms. For some reason
it's ok to wear a sports uniform in public but a scout uniform isn't
cool(maybe because sports figures make millions as opposed to what we get :-)).
