I had this same issue when my troop restarted in February. I would
like to have all the Scouts in full field uniform every week, but I
let the troop decide. I set a ground rule that the minimum uniform
I would accept is the shirt with all patches in place. That is the
uniform they picked, and I am living with that...for now. I show
up in complete uniform every week, and as soon as I get enough Scouts
for two patrols, I will start an interpatrol contest, with HEAVY
points for more of the uniform. Then the peer pressure will work for
me. Once I get more of the Scouts in a complete uniform, I will
raise the issue again with the (future) PLC, and hope for a better
By the way...I indicated above that I set a "minimum acceptable" ground
rule, but I only did that on three issues. They were the uniform shirt,
no initiations, and no picking on smaller kids or ganging up on another
Scout. All the other rules were made by the boys, and they did a very
