The CC and I said "no, the clock would start running at election time when a
leadership position was received through election or appointment.<snip>
This boy is advancing in rank at a break-neck pace of receiving the next
rank almost to the day of the previous rank.
He will probably be the troop's youngest eagle next year at the age of 13.
In our troop the clock stops running with the June (final) Court of Honor of
the scouting year. Since we do not meet in the summer and the leadership at
two weeks of summer camp does not usually reflect the leadership for the past
year no credit is given for the summer months.
The clock starts again at the first PLC planning meeting which usually takes
place in early September before the first troop meeting.
At the risk of being flamed I will comment that while a 13 yo Eagle may not
necessarily be a problem you may have a potential problem on your hands with
a parent who's too involved in her son's advancement and may want to shape
troop policy to benefit her child. I've seen it happen. Be forewarned. Just
