I chuckled as I read that because it brought back memories.
In my current district most of the units sell popcorn - or Kampkorn - as
some here call it. Our council and the units do quite well on the sale.
In my former district most of the units would NOT sell popcorn. For them, a
higher return could be gained in otherways. They did not care that the
council received a cut and some actually "resented" it, IMO. Yet, this
council is one of the few where the units are NOT charged for awards. Go
figure. They get nearly half their budget $$$ from the various United Way
organizations in their area! They are also the result of two mergers since
'92, but in part of this council, that attitude predated the mergers.
There, if someone in "silver tabs" had the audacity to suggest that a unit
donate 50% of the profits from its major fundraiser to the council
because they did not sell popcorn, that unit's leadership would be laughing
for months... after they booted the district/council person who said that.
Just goes to show how widely attitudes vary.
