Ed Mills had told us about a boy who earned the rank of Star Scout in July.
The position of responsibility he held to fulfill the requirements for this
rank was Patrol Leader. He still holds that position.
Troop elections are in September.
The boy's mom asked if the time between July and Sept. during which he was
still PL could count towards the six month leadership requirement for Life.
The troop CC said "no" and that this time was service to the unit or some
such. The CC, as I understood the post, claimed this was open to
interpretation by the unit.
Opinions and suggestions were solicited.
First, the wordings of requirements are NOT open to "interpretation." The
boys are to be held to the letter of the requirements. Unless provided for,
we have not the authority to add to or subtract from them.
Next, nowhere does it claim that a NEW position of responsibility need be
held for a higher rank. The requirements for Life Scout only specify that a
Scout serve in a position of responsibility... for a period of six months.
That clock starts the day he earns Star if he is already in one of the
listed positions, NOT when elections are held three months later.
A CC cannot mandate that a Scout's time in a leadership position cannot be
used towards rank advancement under the guise of service given back to the
troop. That is adding to the requirements.
IMO, it seems there may be a few other issues at play here (if I read
between the lines correctly) but I will let others comment...
