You are right on target. The council must have funds from somewhere.
Our council supplements the United Way funding with popcorn sales. There
is enough profit for both the unit and the council. If the council goes
under, so does your unit! We need to support our council as well as
ourselves. We sell popcorn BECAUSE it also generates funds for our
council. We do have other sales items which don't, but we always
participate in popcorn. A local pizza chain has coupons to sell which
dollar for dollar buy the same amount of pizza and other food items. We
keep 25% of the sale. The customer has only bought coupons which will
purchase the same amount as he paid, so he is out nothing, except he has
to eat pizza sometime. Several families purchase large amounts to get a
25% discount on their meals. We do give all profits to each boy selling,
as we do on popcorn and other items. Our dues are higher, but can be
offset by sales. This way, the freeloaders don't benefit by someone who
really works at it. It is a bit of record keeping, but worth it. This
is a Scout age group.
I do know of a troop which held a garage sale several times, raising
$2,000 to $3,000 each time. It was a lot of work, but I guess it was
worth it. They spent a lot of time accumulating items well ahead of
time, both donated from families and businesses.
I don't like the idea of subscribing to a boy's advancement - it gives
the impression of "buying the rank" or "bribing" the boy to advance.
