All I can say is LOOK in your SM Handbook!!!! This is what I tell
all of the scouts when they have a question about Scouting
"Look in your Scout handbook". Well Scouters "Look in your Handbook"
I think that you will find that it will say "not to test the boys again"
but to talk with them and let them talk about the rank advancement and,
if a boy is not ready the Board of Review the SM has not done his
job in the Scoutmaster Conference.
All I can say is as the times change so does scouting and if we as
Scouters and parents do not change Scouting will only have Scouters
