I must say that this is one area where I departed from the party line.
Before moving on to Boy Scouts, I was a Cubmaster for 5 years. It just
didn't work for us to exclude Tiger Cubs from Pack events. They felt
left out, second-class cub scouts, and resentful. Few of them stayed for
a second year. We eventually opened all pack events to tigers. Morale
and retention soared. Reasoning that they were benefiting from all the
same servcies as other cubs, we also instituted dues for Tiger Cubs.
Nary a complaint was heard. I don't know if our experience was unusual,
but this is one policy I would encourage national to reconsider.
