I believe that only the totem is given to the TC by the Cubmaster, not
I got my Tiger Cub Activity Book out and this is what it reads:
# 6. Tiger Cubs are presented a specially designed leather tiger paw
belt totem when they learn the Tiger Cub Motto and Promise. The totem
can be presented at either a den meeting or a pack meeting.
It also goes on to say under # 8 that 1 orange bead is given for each
den activity completed and one white bead for each five family activities
#9 states that the activity beads should be presented in appropriate
ceremonies. It does not state that these should be given at a pack
meeting. Since the beads are given for den and family activities it
seems most appropriate to give them at a den meeting, just like instant
recognition beads are given for wolf and bear.
