Tiger mania from Philmont

On Monday, Ellen DeVilbiss wrote about the changes to the Tiger
Cub program. Her information comes from someone "who headed
the task force to make these changes" and accurately reflects
how the new program is INTENDED to be run.
However, I still must disagree on how to handle the new Tiger Cub
immediate recognition kits. It seems that the beads are intended to
be presented at pack meetings by the Cubmaster. While this may
be the intention by task force, I'm not sure it is the best way.
I can understand the reason for wanting the Cubmaster to
present the beads. In years past, Tiger Cubs may have attended
pack meetings and there was nothing they could earn and be
recognized for like all the other Cub Scouts. There are several
reasons why I'd recommend against handing out beads at
the pack meetings: 1) IMMEDIATE recognition kits are for
immediate den use. At this age it's hard for a boy to wait several
weeks until the next pack meeting for the recognition. 2) Even
with 2 meetings per month for each Tiger den, in any given month
they may not choose the pack meeting as one of those 2
meetings. Thus they would miss getting their bead for another
month. 3) Even when the pack meeting is one of the 2 meetings
for a Tiger den, individual boys may miss the pack meeting.
4) A good size pack may typically have 2 dozen Tiger Cubs.
This year our pack may have more than 3 dozen Tigers. Our
pack meetings are pretty full already without individually
recognizing another 30 to 40 boys every meeting.
Since I will be the Tiger Coach this year, I am interested in
your opinions on all of this.
